I'm interested in creating a digital graphic novel, much the same way of Metal Gear Solid's: Digital Graphic Novel (For PSP). I need a starting point. Any ideas?

Most likely Photoshop. That is standard for publishers.

Tim Buckley of Ctrl+Alt+Del uses a tablet to draw his stuff on so he doesn't have to bother with paper and scanning, but those are expensive.
