My concept has been tested and could bring in tens of millions of dollars at very high margins if it can actually be realized.

I don't have the necessary programming skills to realize it myself, and filling out contact forms with "I have a great idea that could make a lot of money, but you'll have to contact me on non-disclosure to hear about it..." isn't going to do any good.

I just need to be able to get in touch with an actual person at a company... is it as impossible as it seems?

If it is a computer-based product, one good way is to check a place like rent-a-coder, where both individuals and companies can bid on your work, and you can check on their work history and past customers to verify they are of the caliber you need. Or you could try pitching the idea to a veteran of web development and startups (such as myself) who could help guide you.
