That is a case by case basis. It depends on the severity of the disability. Schools have many meetings before there is a decision to remove a student from the regular classroom. Sometimes it is because the student has behavior problems that prevent other students from learning.

That depends on a few things. How severe is the disability, and will the regular teacher have assistance in addressing that student's needs as well as the needs of the rest of the class? Mixing disabled students with the general population has some benefits for everyone involved, but it can also have drawbacks for everyone if it's not done right.
It is NOT reasonable to mix all of the students with disabilities into regular classrooms and expect a regular teacher to handle everyone's needs - fast learners, slow learners, non-English speakers, etc. - without adequate support and expect ideal results. However, that's just what is happening in many schools. The end result: less time spent on covering basics and even less attention to critical thinking skills.
Government needs to stop increasing demands while decreasing the funding to meet those demands.

It is a federal law that they are educated in regular class rooms if at all possible.
School districts by federal law are required to set up an education plan to provide accomidations required for thier education

I think they need to have classes that actually help them learn.Like at our school they have mentally disabled kids sometimes go to normal classes,but often they can't learn anything from it.They should be taught things that are actually going to help them.
