I would like to be a freelance editor/proofreader or be able to work for a small town paper. Would English or mass communication be a better major for the job?

In my experience, there are tons of path to careers in journalism. Many newspapers want an English or communications major, but don't really distinguish between the two. As long as the major relates to writing/language in some way.
That said, with so many paths leading to journalism, the best thing to do if you want to proofread is to get clips (samples showing how you've edited an article or piece of text) and learn AP style.

Try a journalism degree. You also should know that it's extremely difficult to get enough free-lance editing work to make a living.
