There is cases where the recessive gene is more common than the dominant, but there are also cases of the opposite.

The reason why most types of fatal genes are recessive is because if you had a dominate fatal gene you're guaranteed death, with recessive fatal genes you only see the effects if your homozygous recessive.

However there are lots of examples of the dominant gene being the most common. Homozygous brown eye's out number blue and green (both recessive). And albinism is also recessive and very uncommon. Tay-Sachs disease is very rare and a recessive gene.
