This word is used by an organisation, society, government, etc. which has the responsibility of laying certain rules of conduct and ensuring that these rules are being followed by those to whom the rules are applicable.
For example, a Government department charged with security, may lay down certain rules (called regulations) applicable to air travel. The laying down of the rules, amending them, supervising their implementation, etc. would be the role of this department as defined in a statute or constitution that governs this department. This role is called a regulatory role.
