Usually 14 days after the day it starts. Sperm can live up to 5 days, so if she ovulates on time having sex as early as day 9 can be risky. She might even ovulate earlier, so yes... having sex after her period is pretty risky....

Actually, most women DO NOT ovulate on Day 14. Ovulation can range quite a bit (which is why the Rhythm Method failed so often in the past). A woman can ovulate several days before Day 14 or several days after. Women w/ long or irregular cycles are especially prone to ovulating much, much later than expected. Day counting only works for those women w/ textbook cycles and/or a long preovulation fertile phase.

Additionally, a woman cannot "get pregnant anytime of the month." A woman is ONLY fertile for about 6 days (give or take) per cycle. The fertile phase begins when fertile quality cervical fluid shows up. The most fertile CF usually coincides w/ ovulation. After ovulation, the egg only survives for around 12-24 hour and fertile CF often dries up right away, leaving the best time to conceive as BEFORE ovulation.

Charting and/or ovulation prediction kits (though I am heavily biased in favor of charting for many reasons) can help to predict ovulation so you can time intercourse appropriately. Charting can also help a couple avoid conception w/o contraception.

i don't know what ministration is, but if you mean menstruation, then a woman can get pregnant any time of the month even on her period.
