If I was the husband and I asked, "What is the term for my wife's brother's son?" what would it be? Looking at it from the wife's perspective, it would be the nephew right? I'm not sure if it is nephew from the husband's perspective also.

He would be your nephew, by marriage of course, by a nephew none the less. Or if you were just trying to be formal, you could say my wife's nephew, but then you could come off as snobby.
