The dog is probably barking/whining because it is home alone for so long. Could it be that the owners are not aware that the person they asked to take care of the dog while they are away is not giving it as much care as they should??

I am sorry but something needs to be done...
If let's say you were left alone with nowhere to pee,no one to be around would you be happy?
I feel so bad for the dog,it's not right. How can they say the dog hasn't been abandoned? These people who say they care for the well being of animals are not true to their word, then they wonder why people surrender their pets to shelters. Meanwhile if the dog had someone to take care of it like it should be there wouldn't be behavioural problems, and the risk of it ending up in a shelter or worse.
Talk to them again and tell them you are very concerned, they should at least do a house visit, that will tell them everthing.

I hate how people say keep your nose out of your own business. That is like saying why stop child abuse in your neighborhood, its not your problem. Animals dont have a voice and it is good that you are concerend, sadly there doesnt sound like there is anything you can do. It is the owners own choice to keep the dog inside, and unless the dog is in any physical abuse that could be easily identified. Also it depends on your state and city.

Unfortunately it is true. As long as someone is cleaning up after the dog and feeding it there isn't much you can do. I would probably find a way to get the dog out but that is just me. Sorry you have to witness this careless act. Goodl Luck!

This does sound neglectful for sure. Why don't you offer to take the dog out for daily walks? That would be very sweet of you!!

It is emotionally abusive to any dog not to have any human contact and not be able to have the daily exercise they need. It is physically abusive if the dog does not have his need to eliminate urine and feces and its environment is soiled and unclean.

If you believe in prayer you can pray for him. I think that is somewhat of an animal abuse. I couldn't stand do to that to our dog. That's just sad.

Offer to walk the dog for the owners while they are away.
If you were my neighbor, I would appreciate your concern

talk to people that know the people that live there. That is really nice that you care about the animals around were you live.
