Steam server problems, please help!?

i can't even open the icon, nothing comes up, i deleted it and re-installed it but still nothing, help.

Is this a new problem? did it work recently??

if so, click start
click all programs
click accessories
click system Tools
Click system restore
Follow directions and make copmputer go back to a time when it was working properly
