I tried to use F8 and it came up with the right menus but it did not follow the command.
Then it came up with a window that explains safe mode and says "to proceed to work in safe mode, click yes. if you prefer to use system restore to restore your computer to a previous state, click no."
when i click no it says
"system restore has been turned off and cannot be turned on in safe mode. To turn on system restore, restart in normal mode and then run system restore again."

but as i previously stated when i tried to use F8 and turn on normal mode it didn't work...

Go to Start>Run and type msconfig and hit enter... this will load the system configuration utility. Click on the tab labelled BOOT.INI at the bottom in the boot options section make sure nothing is checked click OK and restart your computer.

Just restart. Don't mess with f8.

It will default to regular mode.
