It's a swagger he started doing when he "came out" as the owner of the WWE on TV. It helps get his character over as a important kick *** man's man. He did injury himself doing while getting into thering 2 years ago at Royal Rumble 2005 in a memorable moment!

I would say its either a rash, crotch rot, or the fact that he has Shane shoved so far up his behind that he can't walk straight. Or that its just part of his character.
