Ground the couch. Attach some conductive material from the couch to the floor. Or let it drag along the back of the couch to the floor. This should solve the problem. What you are attempting to do is ground the couch. The charge builds up and when you stand up the current goes through you to the floor, so you need to create an alternate path, that way the charge doesnt get the chance to build up
Or as Staci said, take the plastic cover of

Try this. Unroll the heavy duty aluminum foil (the thicker kind used for roasting meats) slightly shorter than length of the cushions. Attach a wire on one of the corners making sure you make a good mechanical connection so that it doesn't slip off. Lay the foil across the couch and between the couch body and the sitting cushions. Bend the other end of the wire into a U shape and plug it in the round hole on one of the unused AC outlets nearby. This is the ground connection for the electric system. Don't connect to either one of the slotted holes (they're live and can electrocute you). Initially you may be bothered by the crinkling noise every time you sit down but it'll go away once the foil gets sufficiently crinkled.

The Relative Humidity in house is very very low due to heating the air in winter and the fact outside air has near zero moisture in it to start.
Get a humidifier for your furnace or a stand alone humidifier. Nothing else will correct it. that will raise humidity in room and rid of static discharges. Notice in summer, its humid, and no static.

Get a humidifier, or boil water on the stove. Boiling water is cheaper...esp. if you have a small place. You can throw some mulling spices (cloves, cinnamon, nutmeg) in there and it will make your house smell nice.
