I don't think it has to do with age. It has to do with whether the hair on your legs are blonde or too dark looking. I suggest you wait until the very last minute because once you wax the hair will grow back black. And if you do wax your legs, wax only the lower part of your legs, leave your thighs alone. So if the hair on your legs is a light color then don't worry. And when you do wax go to a beauty salon and have it done professionally, don't try it yourself. Bikini lines are really important when it comes to waxing. You don't want to look like a chia pet.

Don't start waxing/shaving until you start high school. I started in year 6 and the hair on my legs grows back quickly.

You don't have to be a certain age. Just whenever you have hair on your legs, and want to take care of it :)
