They will read the code(s) for free, and that is a company policy!
They want to sell you the parts to fix your car, and if you go to a shop, the shop will get the parts from their own sources! The code will tell you what type of failure you have, but sometimes does not tell you the exact cause.
Once you know what the code is, you can decide if it is something that you need to have a shop repair. The code readers are accurate and so valuable that I paid several thousand dollars for one and pay every few years to update it!!

sure, one of their counter hands can plug a scan tool into your car and find out what the DTC (diagnostic trouble code) is. That does NOT tell you what is wrong with the car. It indicates the ciruit or system that is causing the computer to turn on the MIL. It may be a mechanical issue or an electrical problem. Best to go to a reputable service center or dealer for proper (not free) diagnosis.

Disconnect the battery and reconnect. Many times this will reset the computer. Many cars show this light when the factory preset mileage counter for an oil change is reached. Fluid sensors can also be the cause.

Yes they will but your vehicle has to be a 96 or newer and it doesnt always tell you what the exact problem is. It usually pin points the problem to a area but not the specific diagnosis
