I love my electric blanket because it's the only thing that keeps me warm in the winter time, but lately it hasn't been warming at all and the temperature controller devices just keep blinking on and off. Does anyone know what causes this or how to fix it? Should I just trash it and get a new one?

If it is a double control one for a larger bed the blanket may be placed upside down (label down not up) and the side you are trying to control may be over by the other pillow. If it is a onesie and you have tried turning it all the way up with no effect it is a goner and needs disposal.

The best way to check whether it is heating is to fold it over and see if that folded section feels warm after a few minutes

I understand that you love your heat blanket but statistics prove that they are far more dangerous, and in the long term they are more likely to malfunction and catch fire as opposed to just shorting out. Its a risk. If your attached to the heat blanket then get a new one every 3 to 5 years. Keep warm...
