Good question. I would say Andre 3000(he dresses HORRIBLY though). Rap wise, I would go with Big Boi. Andre sounds like he is singing on his "Hey Ya" song. I like the song, but I don't think you could classify it as hip hop.

i would say Andre becuz he's gone on to be more successful and is more well-known. that's gotta mean he's more talented.
