I have no idea what the first part is supposed to be. I'll just work on the last part.

Note: x^0 = 1, so you can just ignore it.
4x^(0)y^2 / (3y^(-3)z^5)^-2
4y^2 / (3y^(-3)z^5)^-2

Since the denominator has an exponent of -2, change the exponent to positive and flip it to the numerator:
4y^2 * (3y^(-3)z^5)^2

Distribute the parenthesis:
4y^2 * 9y^(-6)z^10
36y^(-4)z^10 (the y exponent is: 2 + -6 = -4)

Flip the y^(-4) back to the denominator:
36z^10/y^4 (solution)
