Law 1 (A body at rest will stay at rest blah blah blah)
The rocket doesn't move until you launch it.

Law 2 (The rate of change of momentum is proportional to the force exerted on it, or F=m*a)
When you ignite the rocket, a force accelerates it upwards until there is no more upward acceleration. The velocity then decreases to 0 at which point, gravity brings it back down.

Law 3 (For every action, there is an equal and opposite reaction)
When the rocket launches, flames shoot out of the bottom and dirt and debris are blown all over from the force. And when the rocket comes crashing to earth, you have no more rocket.
