Like these girls said, accessorize! I'd say some cute UGG boots, if they're in your budget, or ballet flats. Do your hair nicely, maybe in a cute French braid. The best thing I can reccommend is a tokidoki for Lesportsac purse. They're pricey-- okay, really pricey-- but also functional, flirty, playful, and very cute. Maybe you could find one on the cheap at an Urvan Outfitters.

Wear jewelry if possible, earrings, dangly "loud" bracelets and necklaces! Try doing small adjustments to the uniform too... =)
if you're wearing a skirt, try some cute heeled boots!

add a funky tie, earrings, pretty much add jewelry, and put a little more effort into ur hair and makeup, afterall since ur gonna be wearin a uniform, thats what people are gonna look at first.
