It means that only someone not very bright would pour something into a cup, bucket, etc. without checking if it had any holes in it so it wouldn't leak. That's the only way I could think of putting it in different words. That means that someone should be cautious and check something before doing it. It's a little like look before you leap. If you're also asking how to draw it for a class, then you could show someone holding a pitcher of water in one hand and a funnel in the other. You could also show someone holding pouring a pitcher of water into a funnel and the water, or whatever other liquid, coming out of the bottom.

how i interperet it is that only a fool would go into a situation without fully examining it or making sure it is safe. let's see.......... let's say you're going to a party. you know where it is. it's in that old abandoned warehouse. is it safe in the old building? you don't know. who's gonna be there? you don't know. what will you eat/drink? you don't know. only a fool would go into that situation without checking it out. hope that helps.
