You allow yourself to be treated that way so stand up for yourself. If you feel that being friends with this person just ends up stressing you out, don't allow her to be a friend to you. You make choices that are best for you! You have to be assertive in your decisions so tell her straight up that you will no longer let her treat you the way she has in the past and that you will have some say in the relationship.
Real friends do not make the other feel unhappy about themselves or second guess their emotions. Stand up for yourself and tell her to find someone else to step all over.

just be very careful, and don't trust her too much. just keep your eyes and ears open, and don't let her get into your personal business. just be casual with her. not too friendly, but not cold. if she's manipulated you in the past, you can't trust her right now. if she ever wants to be good friends with you she's going to have to prove herself to you, and show you some respect.

well let her or him make amends..but the second they step out of line and try to manipulate you, say something...stand up for yourself
