Couple of ways to answer this....first way is to put both these values into a ratio ---> so 4 pounds/$1.6 = 10 pounds/$X, when you cross-multiply, you get 4X=$16, solve for X=$4. So, 10 pounds cost $4. Another way to solve this proble, is to recognize that 10 pounds is 2.5 times 4 pounds, so multiple $1.6 by 2.5 and you get $4.
