negative pressure in the pipe if both r connected to the same pipe and there is no vent in between . this is y they r usually connected individually to a trap with free flow and air vent giving it a break so as not to suck the water from other pipe systems .
the other reason could be that the drop in the pipe is so great that the vent is incapable to provide enough air to prevent negative pressure being built up
or the common vent has choked .

If you flush and find water coming out of the base, it's a bad wax gasket. undo the water line and empty the bowl, turn it upside down and remove the old wax gasket. the new one only cost a couple of dollars. Simple task.
