Do you mean to erase everything including Windows, and want to reinstall Windows too?
For Win98, insert the bootup floppy disk. When it gets to the A:> prompt, type format c:
That will erase the entire drive and I do mean everything.
When its done, type d:setup to start the Windows setup.
For WinXP/2000, the CD should be bootable. Just stick the cd in and it should ask do you want to boot with the CD. If it does not, then go into CMOS setup. CMOS is when you first turn it on and it says hit Del to enter Setup (or it could be a key, like F12 on Dell computers). Look for bootup sequence. Make sure its in this order: Floppy, CD, Hard Drive. Save and Exit. Now it should ask if you want to reboot off the CD.
It will load up the Windows setup screen and eventually stop at a place where it shows what kind of hard drive you have and how much space is on it. Highlight the Drive and Delete the partition. It will say are you sure and press the letter L to continue. After deleting partition it will go back to that same screen. Now press Enter on the drive to Create a partition (or you may need to hit the letter C to create partition, I forget, but it will tell you how on the screen). Now continue the install. It will now stop and ask you about formatting the drive. Be sure to choose Format with NTFS and not FAT32. It is much more reliable to use NTFS. It should start installing Windows now.

Do a "system recovery"..
To get your computer back to looking like new, do "a system recovery" My windows XP, was already loaded on my computer, when I bought it. These instructions, will clean everything off of your hard drive, so you must back up anything that you want to save. I have done this three times, and I got these instructions, from a computer tech. When starting your computer, tap the F-10 key. click on next-yes-and follow the instructions, that come up on your screen. When you are finished, your computer, will look just like it did, when you first bought it. Do these steps, in order, when finished.
1. set up windows firewall, in control panel
2. windows update (click express)
3. install your anti-virus program (update)
4. install anti-spyware (update)

You don't want to reboot, you want to reformat.
Get your install disk and put in in your drive and select Format. You will lose everything on the computer now so if there is anything you want be sure you save it.

You will need your OS disk. Put it in your CD-ROM and tell the computer to boot from disk. Then choose reformat, and delete the partition you have. Create a new partition, and let windows install. Then re-install any drivers you may have lost. Viola!

One easy way is to format the hard drive. Go to my "my computer". Right click the "C" drive (most likely your hard drive) and click on "format". Follw the instructions. You will need all your drivers and windows will need to be installed.
