The real reason is that marketing costs associated with a sweepstakes can be pretty extensive, and marketing them in far away areas can be even more costly. Sweepstakes are all about publicity. Since the combined populations of both Hawaii and Alaska only account for about 1% of the entire US population, some companies decide it's not worth the extra $$ to reach a very small portion of the population.

for the reason that Puerto Rico is a commonwealth of u.s., all Puerto Ricans are Puerto Ricans and concept-approximately human beings. Puerto Ricans can fly to the States and not employing a passport through fact of that, and viceversa, human beings can fly to Puerto Rico and not employing a passport.
