It depends on the recipient, but I would suggest things such as a potted plant, a favorite book, or some small framed art.
My mother always hated getting cut flowers, she would say that it was not a thoughtful gift because no matter how much she gave them fresh water they would soon die. With a potted plant, it can last for years and always be a reminder of the gift giver.
I like books and art as they have more permanence than something like a box of chocolates, and the recipient will always associate (hopefully fondly) the gift with the giver.

While chocolate and roses are classic, they're also kind of commonplace. Plus, cut roses are dead and will just turn brown and shed their petals. So I'd choose something living - some calla lilies, perhaps, in both pink and white, that can be grown inside near a window. Or maybe a lucky bamboo in a nice glass vase with pretty stones. And I'd throw in some white chocolate as well, just to be different.
Of course, I never get plants - the cat eats them and the only place I can put them out of his reach is on top of the refrigerator. Not exactly romantic :-)

1) roses
2) if she enjoys reading, a book (too formal, tough)
3) if you know her taste in decorating, a nice frame
4) a small plant, it last longer than flowers and the person will think of you every time she watering the plant.
I don't agree with chocolate, unless the person is very close to you. Gift cards are nice too, since they can just go to mall and get whatever they want . . .
