Yes you can you have full custody...though it would be nice to ask the father, or tell him where you are so he can have contact with you.
The only way you would not be able to take your kids out of province is if you have a court order forbidding it.

Even though you have full custody,the father has rights also and in the order he is entitled to see them as stated, if you break that order you could be held in contempt so i suggest you talk to a lawyer.

You can take them out of province no problem but out of the country you need a letter signed by him for a lawyer.

As long as it was not put in the cs agreement. I have joint custody, but my ex was from out of the country so I added that she has to get my permission to take my daughter out of state or the country.

You should be fine to do as you please, however it is only ethical to let your ex know what you want to do with the kids.
If he doesn't mind, then go for it. If he does... consider the legal implications then make your decision.
