It is in one of the scenes where they are skipping through the woods and their backs are to you. It looks like someone is hanging from a tree but what actually happened was a prop man had stepped out from behind a tree and then stepped back quickly.
Have you every tried the thing with Pink Floyd's Dark side of the moon. You start the movie and the music at the same time and the music matches up with the movie The Wizard Of Oz.
Update: according to IMDB.com.
"There is no stage hand onset at the end of the Tin Man sequence. Nor was anyone hanged, nor did they fall out of a tree. The shadowy figure at the back of the set...... is a large bird stretching its wings."

The also explain where in the movie, and how the story got started. The video they link to not only has the commentary, but shows the clip. It was a large bird (an emu, or more likely a crane) that is in the background, and the scene is before the witch shoots fire at them. Dorothy and company are starting to walk down the path right after the Tin Woodman scene. The

It's after the wicked witch is on top of the house and throws that ball of fire. When she leaves and they are all happy again singing follow the yellow brick road again, look back in the woods. When the characters turn their back to go down the road look into the woods.

I tried looking once and I am thinking it is supposedly when Dorothy sets out on the 'official' yellow brick road. I never saw anything. This to me, is merely a urban legend. Think about it. Why would a horrific scene such as that even make it to final production? This should be on Mythbusters.
On the other hand, what is it you are really looking for?

Go to www.snopes.com. It is a sight about myths and legends. I watched it not too long ago. There is a link there about Hollywood myths.. you have to do a little searching, but you will find it there. And it is at the part where the witch is throwing the fireball at the scare crow.. I think..

You have to look in the trees in the part where the wicked witch hurls a fire ball from the roof of the house. (Bird shaped thingy - I haven't caught it either just for the record)
