the District of Columbia is it's own place. It's not a state, just a small area of the country...kind of what Monaco is to France. And the Virgin Islands are a U.S. territory, so yeah, she can be represented in the pageant.

It is neither a state nor in a state. It is just a district set up to contain the nation's capital so that no one state could claim it in their borders. However it is a part of the United States and is represented in the pageant, the Virgin Islands is a US territory as is Guam and American Samoa and that is why they are a part of the pageant.

DC is not a state... but it is the Capital city and was once a part of Maryland... Maryland donated the land, and Virginia originally intended to give the land on the other side of the Potomac river, but never did ! The Virgin Islands and Puerto Rico are US territory, so therefore can have representatives in the Pageant !

The District of Columbia is just that - a District. So that no state could claim status as being the "presidential state, the capital of the United States is located in a District.

Technically, D.C. is not a state, it is a district. There are 50 states in the U.S. and 1 district.

It is on the border of two states, northern border of Virginia and southern border of Maryland.

DC is not a state, and it's not in a state either. It's kind of just a place... LOL for lack of a better phrase.
