Very subtly. You don't want to over do it or it'll look tacky rather than formal. And try to keep in tone with the color of the dress (blue eye makeup with a blue dress, or green eye shadow with a green dress, etc). If your dress is multi-tones, pick the most dominant color. If you are wearing black or white, go with a color that goes best with your eyes (browns with green eyes, greens with brown eyes, and purples with blue eyes). And you can darken your eyes a little with brown or black eye liner and mascara if you wish, just make sure it doesn't smear or get clumpy.
Oh yea, and only concentrate on ONE area (eyes, lips, or cheeks), not two or all three or else you look like a doll. Usually eyes are best for formals, but if you don't like your eyes as much and like your lips better, than stick to VERY neutral eye colors and focus on the lips. Or focus on the cheeks and use very subtle eye makeup and lip gloss. It's easy to overdo the makeup, and you want to look nice for a formal event, so in this case, less is more.

Go get it done professionaly
it won't end up costing as much as you think
and the result will be amazing
way bettter than can be achieved at home simply because these people have years experience
they can do exactly what you want,
take in some pics from magazines of models/celebs which show the type of makeup you like.
Also their makeup will STAY for your entire event instead of you having to rush off to do touchups every now and then.
Also it will save you the stress of having to do it and the problem of if you happen to do something wrong by mistake.
for a big important event
leave it to the professionals.
you'll look better in photos also. :)

I would go with a smokey eye with black or dark brown makeup, a lengthening mascara, and some plum colored or navy eyeshadows, with a natural, pink tone on your lips. Natural colored bronzer with a peachy-pink blush would complement your skin tone, but make sure your foundation isn't too dark, not matching the rest of your skin showing. Hope this helps!

You should draw a lot of attention to your eyes by maybe doing a smoky eye, and adding eyeliner or mascara(preferably mascara)
