how do you serve a person court papers?

I know this is the right address but they lied and said he doesn't live there, I know for a fact that he does. Any ideas on how to serve the court papers, the only thing I can think of is have a friend hire him for a job, then serve him or have him served would me serving him in front of a witness hold up in court? This sneaky bastard ripped me off well over $1200 dollars for a job never done.

Hire a cop to do it when he's off duty. Probably charge 50-100 bucks (unless you smile at him real nice :)
