P = 2L + 2W
W = L - 12
P + 5 = 45

P = 40
40 = 2L + 2W ==> 40 = 2L + 2(L-12) ==> 40 = 2L + 2L - 24 ==> 64 = 4L

L = 16
W = 4

Take out the distraction of the perimeter increase, and the perimeter is 40. So we have W = L-12, and 2L + 2W = 40. Substitute the first equation into the second, and the solution is routine: the dimensions are 4 and 16.

length=x width = x-12 perimeter=p = 2( x+x-12) =4x-24

4x-24 +5 =45 4x=64 so x=16
length = 16 width =4
