I was born a Leo at 9:31 AM with a Libra Ascendant, but I'm the cusp of Leo/Virgo and Scorpio was the ascendant of Virgo at the same time. I show the qualities of a Scorpio rising more than a Libra rising. Why is This? Is it the time, or cusp, or what?
