slope is actually undefined, or non-existance. line y=7 is parallel to the x axis. the line perpendicular to this is parallel to the y axis. since we know that the line is parallel to the x axis, the formula for the line would be x = #. and since we have one point on that line (-2,2). so the formula for the line is x=-2. there is also no y intercept (b).
