There is an Old English Legend about a Beautiful Noblewoman named Godiva. Her husband taxed the people heavily. Godiva went to her husband and asked him to lay off the taxing. He said he would agree under the condition that she would ride through the town on horseback naked. She did and the taxes were stopped.
In a later version she had the whole town board up so she would not have to be seen. One man named Tom looked out the window and his punishment was to be blinded. Thus the name "Peeping Tom"

NOPE got it right. Legend has it that Tom was the guy caught looking at Lady Godiva while riding the horse thru town when everyone was supposed to have their windows closed. Poor Tom! tsk, tsk!
