The actor is ricardo montelban.
He's picked up in an episode of Star Trek called, I think, space seed (I could be wrong on the title)....anyway...he's a genetically engineered person who tried to take over earth...he was frozen with his fellow genetically engineered cohorts and put into a space ship called the botany bay to prevent them from causing great harm to the earth....Kirk eventually came across the ship...after hundreds of years....and they defrosted the ship....the crew tried to take over the entertpise...eventually Kirk put them down on an abandoned planet.
In the movie wrath of Khan.....a ship crashes on the planet....and they encounter Khan and his crew. They take over the ship, and a scientific project/wweapon called project genesis. He and Kirk end up fighting one another....in the end Spock sacrifices himself so that the enterprise can escape. They leave Khan and his crew to die by explosion.
