1)Check whether the power cables for the CPU and the Monitor is connected firmly, check even the cable connecting the monitor to the CPU.
2)Switch on the CPU power button and also the Monitor power button
If your monitor still doesn't show anything there is a monitor problem or a video card problem.
If there are some sounds coming from the CPU at the boot time check whether the cable for the hard disk is connected properly and also whether the RAM is connected properly

This could stem from several problems. I'm not trying to be condescending, but you should first check to see that everything is plugged in, and connected properly (I can't tell you how many time's I've had a user complaining that their monitor won't work, and all they have to do is plug it in!)
Secondly, you want to turn it on, and wait for any weird noises, beeps, or smells coming from your tower. you may have a bad power supply, or you may have a fried motherboard or video card. It could even be something as simple as a restart.
Try disabling APCI in the BIOS ( power management, energy saver, etc) Some monitors don't like it, some do. your machine may not have the capability that windows wants with power management, so when it turns the monitor off to save energy, the computer doesn't know how to send a signal to turn it back on.
If none of this works, you should probably have it looked at by a professional. a diagnostic should cost you no more than 30 bucks, and if you paid for a protection plan (which I hope you did) your computer's manufacturer may be able to take a look at it.
anything over 30 bucks is unfair to pay, just to have them look at it. If it needs work, get something in writing from them before you hand your machine over. (also, take out your hard drive or backup your data if possible)
hope you find this helpful!

I can tell you the obvious:
1) Is there power to the monitor?
2) Is the cable from the CPU to the Monitor secured at both ends?
3) Is the monitor itself turned on ?
Good luck.
