i was wondering if converting 128 KBPS to maybe 192 or higher reduce the quality of the song? thanks if anybody can answer me!

If you are converting the original SOURCE (cd), then the higher number will have better quality.

If you are converting the compressed FILE from 128 to 192 kbps you are just making things worse. The 128 kbps file has already been compressed and since the compression is "lossy" the information that was discarded cannot be recovered.

reencoding to a higher bitrate will not improve the quality of the song.
It needs to be originally encoded at 192 in order to be higher quality.

You probably won't notice a difference either way
