The Mirage is a good hotel. It was built a few years before TI. Another good budget priced hotel is the Monte Carlo. I have stayed there several times. Try also Paris and Aladdin as they are bothe relativesly new.
Don't worry about what actities the hotel you stay in has because there are activities all over. When you go to Las Vegas these usual things you will want to see for FREE:
1. Number one on my list is to watch the fountains displays in front of the Bellagio hotel. It usually runs every 15 minutes in summers starting at 3:00 PM; runs continuously until about midnight. Each show is different (there are more than 20 different tunes choreographed) so stay and watch at least 2 or 3. ALSO, go inside the Bellagio hotel to its lobby and view the beautiful glass sculptured ceiling AND the seasonal floral arrangements in the Atrium.
2. The “Sirens of TI” show (spectacular) in from of the Treasure Island Hotel; it runs every 90 minutes starting at about 4:30 PM. Simply stand on the sidewalk in front of the TI Hotel.
3. The volcano erupt in from of the Mirage Hotel; starting at dark until midnight. Again, just stand on the sidewalk in front of the hotel.
4. Go down to Fremont Street and see the light shows. There are usually 3 or 4 different shows, starting after dark (about 8:30PM) and lasting about 5 or 10 minutes each.
5. Go to the RIO hotel to see the Masquerade in the Sky show. It is like Mardi Gras parade, only suspended from the ceiling over the gambling floor. It runs every 60 minutes starting about 3:00 PM; the last show starts at 9:30 PM..
6. Go to the MGM Grand hotel to see the Lion habitat. This is better then the tiger habitat at the Mirage Hotel because there are usually trainers in with lions to keep them active.
7. Go to the Mirage hotel to see the white tigers that Siegfried and Roy show used. This is kinda passe because the tigers rarely do anything but sit and stare.
8. Go in Caesars Palace and walk through the Forum shops to the first fountain (its spectacular) then take the first fork to the left to go see the aquarium. Then continue on through the shops to the second fountain and wait for the show to start.
9. Go into the Flamingo hotel to see their animal habitat with flamingos and penguins.
10 The Excalibur hotel also has a free show starting at 10:00 AM until 10:00 PM.
If you are a Star Trek Fan, go to the Hilton (off the strip) for "Star Trek The Experience"; it cost about $25.-30.
If you are going in the summer, there are a bunch of hotels that have essentially water parks for guests. The Mandalay Bay has the biggest and best wave pool sand beach pool out there, plus it has a lazy river for tubing. You kid will stay busy all day with that. The Monte Carlo hotel also has a wave pools and lazy rivers. The MGM Hotel has a huge lazy river and a water fall in a huge pool area. The Flamingo has a great pool with a water fall and a water slide, not big but very refreshing and I enjoy it all the time. In addition, there is a place called "Game Works" which is next door to the MGM, across from NY, NY that has all of the video type games any kid could want. (look for the Coke bottle). Many hotels also have big arcade areas.
At the other end of the strip is the Circus Circus hotel and casino and it has a huge arcade full of games, circus acts every half hour, and if that's not enough, an indoor amusement park with roller coaster rides and stuff. At the Sahara hotel there is a roller coaster ride, and also one at NY, NY. There are three rides atop the Stratosphere tower. There are movie theaters right on the strip, near the MGM and in the Palms Hotel across from the RIO hotel on Flamingo Avenue. There is also a bowling alley in the Gold Coast Hotel on Flamingo Ave next to the RIO(also a good place for a lower priced buffet) and another bowling alley in the Orleans.

Circus Circus would probably be the best hotel for little kids. They have the most kiddy games out of any other casino. And they also have an amusement park. The hotel is not the nicest, since it is a fairly old hotel compared to other hotels. Excalibur is a pretty decent hotel that has some kiddy games. You can always stay at a different hotel and take your kids to Circus Circus during the day.

Of the hotels mentioned, other than circu circus, Mirage is the best for kids (not sure why any sane parent would bring kids to an adult disneyland, but you are the parent)
Mirage pool is filled with familys and they can keep busy without seeing too much T& A as they would some of the other ones mentioned.
Of course, you could check into Cesars and give them a pass to the european pool (topless) That should keep them amused for a few hours

Treasure Island is the farthest thing from a bad hotel. It is definately more accomdating to family than the Mirage. The mirage caters to High Rollers and Adults, they are snotty at the pool to people who have kids. Vegas has spent the last few years trying to get back to focusing on Adult only entertainment and not so much the family as they had tried in years past. Treasure Island is one of the few hotels moderatly priced that welcomes ALL. Their rooms are clean and their staff is great. My husband and I have stayed at most all of the strip hotels and keep coming back to Treasure Island.

NO hotel in Las Vegas is a good place for a 13 and 9 year old. Disney World is a good place for a 13 and 9 year old.
Vegas is not geared toward children and they have no place there.
There are prostitutes everywhere, people on the street passing out ads for prostitutes and oh yes, gambling in every building.
Do the kids a favor and leave them home with Grandma and Grandpa where they can actually have fun instead of submersing them in the decadent life of Vegas and exposing them to things they should not learn until much later in their young lives.
If that isn't possible and you cannot afford a babysitter then perhaps a different vacation plan is in order - remember that it is their vacation also and sitting in a hotel no matter how swank is not fun for more than a day and then the mischief begins.
Are you planning to entertain them yourselves or trust them - your precious children - to a total stranger who is provided by the hotel as an activity director? What kind of background check did that person have - are you sure they are not a pedophile?
Taking children to Vegas for "vacation" is just a bad idea all around - the parents want to go to Vegas and the kids just get dragged along under the guise of vacation. If you can afford to go to Vegas - you should be able to afford a babysitter.

Treasure Island(TI) is a great hotel. It large and has a nice pool. Not a lot of drunks. The Fashion Show Mall is right next to TI which is a nice mall. The TI has a great free pirate show for all the people that stay. The TI is also has a great location in the middle of everything. It even has a monorail that takes you to the Mirage,

Mirage okay for kids and adults. Do know New York New York has a Coney Island type game room on the 2nd floor and an outside roller coaster rides when the wind is not too strong. In the summer time Mandalay Bay--great pool with wave machine and slide

the ones that cater to adults like Mirage are really bad for kids. They discurage it at all cost and even make it difficult to enjoy yourself. But on the other hand everything that does cater to kids is old and run down. They have been down playing the "family" era in vegas. I would choose to stay at the Mirage and visit the so called family attractions. Cause if you hate them, you can always go back to your nice hotel.

I don't think that Treasure Island is a bad place - I have stayed there twice and had fun!
The Mirage is a great casino, but can be costly.

The Rio has safe deposit boxes in the rooms. Not sure about the Wynn or Mirage since I haven't stayed at either of those. You can call the hotel directly and ask them about the safes.
