Like do they get the title of doctor?

If you have your PhD then you are called "doctor". Genetic Engineer is a very broad title. Lots of people do some type of genetic engineering and have B.Sc or M.Sc degrees.

so they all are called doctors but a person studing art can have a doctorated , a person in the electronic o phisics field can have a doctorated.
