You'll need to have the car smogged, and it will have to be CARB legal.
One thing that will fail you with a JDM engine is the intake manifold. JDM engines have no EGR valves, which would cause you to fail emissions. You will need to find a USDM intake manifold along with EGR in order for it to pass.
It is legal but there are certain preliminary steps you must do in order for it to be legal.

It should be legal, but then again I don't live in California, so I don't know for sure. Usually the law is that you can modify anything that belongs to you.
