Distribute the 3
3x - 12 > 7x - 9
Add 12 to each side
3x > 7x + 3
Subtract 7x from each side
-4x > 3
Divide both sides by -4 (remember to flip the inequality sign)
x < -3/4

3(x-4) [is greater than] 7x-9
= (3x-12) > (7x-9)
-3x -3x
=(-12) > (4x-9)
-9 -9
=(-21) > (4x)
____ _____
4 4

therefore -5.25 = x

so your question now becomes

-21 > -21

and as u can see there equal.
