Berlin, Madrid, and Paris -- all have great shopping, world famous museums, stylish avenues, theatres, great food, historical significance. (London is my personal fave, though)
I also agree with the poster who said that big cities are a bit generic and you get more feel for a country by travelling to smaller cities or towns.

London, Amsterdam, Paris. If you speak only English, London would be the best bet if you wanted to get around easily, though Amsterdam and Paris are still accomidating, I found it more difficult than I expected to get around. They all have excellent museums and plenty of shops. I found London to be best for theatre, as they have a whole district lined with award winning productions.

Personally, I would stay away from the larger cities. They are very westernized so you might as well go to New York or Chicago. The smaller towns offer much more culture and insight into what life is actually like in that country. The locally owned restuarants, cafes and shops are very warm and people are friendly and willing to help tourists more so that in big cities.
