Each branch of service has different regulations regarding how Servicemembers wear their respective rank.
Suggest you check each brances website. ie Army, Navy etc.

British chevrons go down the arm, American chevrons go up the arm.
The reason American chevrons go up is because they changed the way the chevrons should point AFTER they won their independence from Britain.
