A committee in Congress back in the year 1789.
Jefferson had no direct input into the Bill of Rights. He was crucial in terms of helping to push for it, but he did not directly play a role in drafting or proposing them.
James Madison drafted some proposals, but the amendments which were ultimately adopted were not his original drafts. A congressional committee re-worded at least some of his proposals.

Jefferson was not even in the country when the Constitution was written. He was ambassador to France. During the ratification, by the member states, there was much dissatisfaction over the missing rights. It was argued that the rights were already in the member states constitutions and did not need to be put in the federal version . It was promised that if the ratification process was carried out to final approval then a bill of rights would be added as an early order of business in the new government. Many more rights were proposed but only the ones that are among the first ten made it through Congress.
