Use rubbing alcohol. Wash the plant off with a cloth using the alcohol as the only liquid. Alcohol evaporates very quickly and will not harm the plant but kill the bugs. This will help mealy bugs and scales. Be sure and get every part of the plant.

Are you sure it's mealybug and not scale? Scale usually gets on the stems and mealybugs on the leaves. At any rate, you would treat both of them the same. I would use a horticultural oil or neem oil spray. It coats the insects and they suffocate. There is no poison in them. Insecticial soap works the same way if you want to try that. If it's indoor make sure you put down newspaper to get the overspray. If there are any on the leaves don't forget to spray the bottoms too.

The problem with alcohol is it is gone in seconds and if you miss any you still have the problem. I have used alcohol but it's very tedious. The oil sprays are much easier.
