Anime tends to run its course and then they're done. Most are based on a limited Manga (comic book), so the Anime ends where the Manga ended. This is typical and it doesn't necessarily have anything to do with popularity.

They didnt cancel it. Only Japan would have that right to cancel it since it originated from there. The dubbers that licensed Sailor Moon just merely stopped dubbing it. Because they cannot dub their way to make a reason why 3 guys in a boy band can transform into female warriors named the Sailor Stars. They find gender bending characters would be a bad influence to our american kids. So they stopped dubbing it. Too bad your little sis has to find out that this is the reason.

Okay, as a long time fan of the show (I watched it when it was shown on USA network), I actually know the answer to this.
Sailor Moon was a longtime running show, and it carried many fans with it. It was one of the very few action shows that had females as the ones actually being empowered and defending themselves and saving others. It had a surprisingly great run, especially for a show that was very edited, cut, and jumped from channel to channel. But there were some things that translators, and networks thought that kids couldn't handle (even though the cartoon was NEVER suppose to be marketted to children. Even Naoko commented that it was a teen/adult cartoon).
It started with cutting episodes, such as Sailor Moon using her transform pen to get into a bar, and end up being drunk. Or Melvin (I'm going to use American names so as not to confuse anyone) flipping up the teachers skirt. You'll notice that you never saw these episodes because they were considered to scandelous for children. Then they made the biggest edit of a show by making Zoycite a female, in the Japan version Zoycite was a guy and in a relationship with Malachite (yes, a guy/guy relationship. There were many same gender relationships, or suggestive relationships in Sailor Moon). The networks handle this surprisingly well, as did the fans. Sure, some things were lost on them, but other things were strengthenned. Within the first arc there was even another major cut where they took the last two episodes and made them into one. In the japanese version the sailor scouts actually die pretty gruesome deaths, and come back as ghosts to try and help a giving up Sailor Moon.
Well that was the first season, and they did surprisingly well, except that like most anime shows, they don't have long shelf time. Eventually it was forgotten. Until one miraculous day Cartoon Network picked it up and actually showed the Doom Tree Arc! And then went even farther. But suddenly editing got more severe. The feelings that chibi usagi (Rini), had for her father (major Electra complex) were editted out, as well as more extreme fights were slightly edited. They changed the names, they changed dialouge, and feeling of the show was lost.
But they perseverred and continued on, even showing the movies. The last series to be shown on television, actually brought in eternal senshi (sailor scouts), and the other sailor soldiers. But they lost a lot of pivotal scenes between Neptune and Uranus, as they were most definitly not cousins. (in the manga/comic it is actually suggested that Sailor Uranus may be a hermaphrodite, both male and female). The show lost a lot of its feel when they kept taking all these things out.

But for the reason that Sailor Moon Stars won't be shown on television is that networks don't believe that children can handle the show. The starlights take male guise on earth, and when they transform they turn into females. Death is much more common in the last series, relationships are formed. (one between Serena/Usagi, and Sailor Star Fighter, in male guise; that becomes rather serious). Not only would it cost to much money to edit, it would be impossible to edit, and in the end would either be to confusing to understand, or just pointless.
Luckily, you can actually buy the entire series off of amazon.com now, which is what I plan to do. I hear it is the best series out of all of them. I do suggest purchasing the uncut episodes offline so you can see all that was missed, and what was cut out. You'll get a new appreciation for the show, and your little sis might have to wait a few years to watch it for real.

They canceled it because the rateings started to go down and they found Tokyo mew mew so they replaced it.

umm they didnt. the had like so many seasons.. they just never broadcasted it on tv. i watched that since i was in like, 1st grade or kindergarten. i was obsessed. that was like 8 yrs. ago. haha i saw the whole series though, it was good. 8)
