This might be obvious, but what exactly do the different percentages of milk stand for?

The percent of the milk that is fat, NOT the percent of or remaining from the whole milk.

% of fat!! Some percents are 3% 2% 1%. Some names are whole milk,skim milk, and non-fat milk!

skim has none
1 percent has one percent fat
and 2 percent has 2 percent fat
