The first ruler of Russia to have influencing in this effect was the Mongol Khan of the Golden Horde: BATU- a grandson of Ghenghis Khan. He, by his conquest, bought Russia into a larger world and eventually turned it from to the west.
The second was Peter the Great. Peter was very modern thinking for his time. He was interested in new ideas and in the west. He travelled to the rest of Europe to learn, actually himself, new skills and trades, so he could teach his people. He made the aristocracy cut off their beards, as a sign of modernisation, he reformed the army, be foundered the Russian navy, built shipyards, factories, schools, universities and built a new capital, ST. PETERSBURG. This was on the Baltic Sea as a window to the west. Before Peter Russia was basically a medieval country. After Peter it was a modern country and one of the great powers of Europe. Of all the Russian rulers it was Peter who did the most and was the historical pivit to bring Russian into the western world. This is why he has the title of GREAT.
Another ruler was STALIN. Althought a ruthless son of a b***h, he modernised Russia by five year plans of industrialisation and gave Russia nuclear status. Thus bring it into great powership into the later twentieth century.
The ruler that brang Russia into the twenty first century and liberal modernism was GORBECHOV. He started the openess and co-operation with the rest of the world. He started the fall of communism in Russia. A thing that had kept Russia and Russians back. Although this work was continued by YELSIN, it was GORBECHOV who started the ball rolling.
Of course the other rulers who did something to modernise Russia were it's enemies. The American Presidents. Particularly REAGAN. Such pressure was put upon the communistic empire both by standing up to a sawdust system and by exhausting it's economy that not being able to keep up, the Russians realized their folly, dumped communism and changed. The nature of communism was such that it would not budge by itself. It had to be pushed. And it was.
However another group besides rulers also deserve a hell of a lot of credit. Filtering in from western Europe, particularly Germany and Sweden were pictures of naked and semi naked models. Something that in Russia under communism they didn't have. It was what Mao Tse Tsung warned was the most dangerous, sugar coated bullets, that had a great bearing on the fall of communism. When Russians saw what the west was enjoying and the freedom it had, they were no longer content with communism. They wanted what the west had. This precipitated the desire and thinking to get rid of communism and to bring Russian into the twenty first century. It was the nude and semi nude models who finally dealt the death blow to communism and brang Russia into the twenty first century. Many times it is the ordinary people who have the most influence. And after all, no armed force can stand against human nature. When communism came up against the Czar, it won. When communism came up against the nazis, it won. When communism came up against the rest of the world in the cold war, it survived. Although it was America that withstood communism all those years and provided the strenght, when communism came up against human nature, it was destroyed.
And of course the Russian people will have to go through a lot to get where we are. However they have started on the road. In the future it will not be the rulers who will decide, it will be the people. And that's the way it should be.

Czar Peter the Great brought the most westernizing influence into Russia by creating and ordering the construction of St. Petersburg, wherein western architecture, design and art flourished. St. Petersburg was constructed to duplicate the design and the canals of Venice, Italy, which Peter had visited.
After Peter the Great, Czarina Catherine the Great may also be considered to have brought more western influence into Russia. She, herself, was German and she contributed to the introduction of European literature and art into Russia, authoring several important works on government, herself.
